Netdrive3 will not sync webdav using iPhone as WiFI/Internet source

NetDrive version: V3.5.434
Windows/Mac Version: Windows 10

I am using NetDrive to sync an App (Notebooks) on my iPad Air 2 with a Windows 10 PC. Everything works fine using my Netgear router as the WiFi source. However, I am unable to sync the two platforms when using my iPhone 6 Plus in hot spot mode as the WiFi signal source. I believe that should work because both my iPad and Windows PC are using the same WiFi signal source.

My iPad WiFi address is http://172.20.10.5:8080. I verified that my iPad and Windows PC are both connected to my iPhone. However, NetDrive will not connect the two platforms when using my iPhone WiFi signal. The error just says - Failed to add drive.

Can you think of any reason for this?
If there some limitation when using an iPhone as the WiFi source?
Do you have any suggestions on things to try?
